DOD Healthcare Management System Modernization (DHMSM)

Agency Initiative

The Military Health System GENESIS program establishes a unified health care record system for every patient, enabling a joint comprehensive medical record to facilitate data exchange between the Department of Defense (DoD) and the Department of Veterans Affairs (VA). DoD’s legacy software system contained patient health records documented in disparate databases, creating challenges for clinicians to comprehensively assess a patient's medical background.

ATGI Involvement

ATGI interface engineers and technical program managers supported the development of interoperable capabilities between federal agency Electronic Healthcare Records (EHR), legacy healthcare systems, and commercial entities.

The design of the DHMSM secure interface gateway was developed in accordance with Health Level 7 (HL7) and Fast Healthcare Interoperability Resources (FHIR) standards which ensure seamless data interoperability within the DHA healthcare organization. Through secure, stable and successful data exchange between the DoD and VA electronic healthcare records, ATGI enabled the ability to aggregate information from multiple sources, supporting a holistic and longitudinal record for patients.

ATGI actively supports ongoing maintenance to ensure the system remains current with the latest software patches, bug fixes, and security updates. This proactive approach addresses  vulnerabilities or issues that may arise, further supporting the system’s operational capacity and technology infrastructure.

Program Impact

ATGI’s development of the DHMSM interface architecture and ongoing maintenance ensures successful bi-directional system communication of over 7.2B messages annually with a transaction success rate of 99.999976%. Managing over 2,000 system connections that facilitate patient care, diagnosis and treatment, ATGI’s algorithms provide proactive notification of impending system impairment and automate corrective action to maximize system uptime. These critical interface capabilities support the GENESIS EHR currently utilized by ~183,000 DoD users across 3,700+ locations spanning 50 states and 16 countries.
